When executives, managers & even team members say that scaling Agile was about scaling the usage of practices (& tools) to more teams and departments, what do they really mean? Or, do they know what they were talking about?

Scaling agility is about increasing efficiency, productivity, honesty in communication and breaking the boundaries for shorter feedback loops. The goal is not to scale up, but to solve business problems and achieving outcomes. By increasing usage of practices over what I said above, we inadvertently scale complexity. This is when scaling up turns into screwing up. Be aware if your scrum of scrums becomes a SoS call.
